how do I turn off the "Output Buffering"? Or does it not have to be off before updating to 5?
The PHP directive output_buffering is in the php.ini file. It can be set in a php.ini file in a particular folder like the Joomla folder, or in an .htaccess file. I have updated localhost sites with output_buffering on and remote sites, where it is off, and did not notice any difference.

Is that normal with the colon(:)? it's not showing the subdomain that Joomla is on.
The colon character acts as a PATH_SEPARATOR in the directive open.basedir, separating the folders or directories in the list. The folder '/tmp' is located at the top level of the filesystem of the web server, several levels above the Joomla folder. But, as @Per Yngve pointed out, the PHP directive open.basedir should be empty.
